What is a BOC-3?

The BOC-3 ("Blanket of Coverage") is a federal form that designates process agents in every state where you operate—or could potentially face legal action.
These agents are authorized to receive legal documents on your behalf in case of a lawsuit, citation, or any government notice.

The BOC-3 protects your legal interests and ensures official communication between government agencies and your trucking company.

Who Is Required to File a BOC-3?

You must file a BOC-3 if:

  • You are applying for MC Authority as a for-hire carrier, freight forwarder, or broker.

  • You are expanding your trucking operations across state lines (interstate commerce).

Important:
Even if you already have your USDOT Number, your MC Authority cannot be activated without an active BOC-3 on file.

How Does the BOC-3 Work?

  • Only a registered process agent with the FMCSA can file the BOC-3 for you. You cannot file it yourself.

  • The process is handled 100% electronically today.

  • Once properly filed and approved, your MC Authority application can proceed toward activation.
